在新疆北部山区的一个村子里，承包村里老油坊的农民毛玉胜偶然发现奄奄一息的母羊和小羊，眼看着已是深冬，两只羊几乎没有活下去的可能，于是毛玉胜将老母羊杀掉，同时带回了小山羊。他哪里知道，这两只羊正是国家一级保护动物——北山羊！他把这两只羊带回家，不仅引起了患有自闭症的儿子的兴趣，而且在未来的大舅哥和情人之间引起了轩然大波。未来的大舅哥葛保柱是现任村长，他对毛玉胜曾和他竞选村长一事一直耿耿于怀，借机将毛玉胜告上法院。不曾想毛玉胜当庭抖露出当年葛保柱和乡里干部们猎杀北山羊的事，于是，一场官司在这个小山村开审。在这个平静的小山村里，“人大还是羊大，官大还是民大，情大还是法大”这几个抽象而又具体的问题在人们心中掀起了波澜……。Dynamic Alan Gaskell captains a ship bound from Hong Kong to Singapore.
