1947年春，胶东解放区龙王岛解放伊始，岛上人员鱼龙混杂，敌我难辨，而我山东战场军火短缺，形势危急。地下党员刘三嫂和中共龙王岛区委书记兼区长叶洪山，接上级胶东军区武装部副部长于德海指示，以办渔业供销社之名，实施“海葵行动”，暗中组织艄公协助军火运输线。恰逢日伪残余势力、海匪渔霸迟龙章计划反攻龙王岛，派出亡命海盗李忠祖“诈死”回岛，组织暗杀排制造恐慌，妄图乱中夺岛。。A documentary potted history of WW2, the novelty here is that most of the film has been "colorized". The maker does not like to use this word and prefers to say "restored" but to all intents and purposes it is seeing the war in colour that makes it more gory and emotional.
