The film will concentrate on key aggregation points around the world: Mexico, South Africa...。白宫晚宴上，总统布什招待各国首脑，因杀死一千名毒贩而受到嘉奖的白头神探弗兰克（莱斯利•尼尔森 Leslie Nielsen 饰）以及能源界的诸位领袖人物也一同出席，席间总统宣布由研究新能源的迈汉姆博士为政府的能源政策制定计划，这令靠石油、核能发家的能源界领袖们如临大敌。当夜迈汉姆博士的研究所就遭遇了炸弹袭击，弗兰克等人迅速赶到研究所，却不期然与已经分手的珍（普瑞希拉•普雷斯利 Priscilla Presley 饰）再相见，原来珍两年来一直在迈汉姆的研究所供职，并且有了新的男友——来自能源界的昆屯，在追查炸弹杀手的过程中，弗兰克发现其幕后老板居然是昆屯，此时的昆屯正在计划绑架迈汉姆博士后，用酷似博士的替身向总统进言发展核能，弗兰克再次出手，凭借自己搞砸一切的天赋挽救国家的未来……。
