抗日战争国共两党第二次合作时期，南岳举办抗日游击干部训练班。我地下党员打入国民党军统特训班，目标是获取C—130机密文件。于是，发生了一系列曲折离奇的故事：主人公刘海龙满怀抗日热情来到游千班，上峰命令他抓回的却是自己的恩师；特工教官单怀义，竟是杀死刘海龙父妹的恶少；深山古刹里，闪过日特谍影；机要室中，有女扮男装的地下党员……。Plebs is described as "a thoroughly modern comedy in an ancient setting."
